If you set a 10 second interval then it will trigger the capture every 10 second, just tested.

Flashing a ROM (custom one) can make your device unusable so if you don't have experience then think twice about it and read about it.

The problem is that vendors not always enable the full USB host. If the hardware allows this can probably solved by installing a custom ROM that has the full USB host or by maybe rooting the device and trying to add the missing library. There is a new wireless router with battery from TP-Link but unfortunately OpenWrt isn't available for it.
There are other wireless routers without battery that can be used like the MR3020 or WR703N or the Arduino Yun (only drawback that you need to provide a power source)
