That number is the NTC (night time compenstaion) factor that is used in 'reference' value calculation.
In the case of 2.0 it means that if you set the 'reference' value during the day at night the 'reference' value will be 2.0 smaller then the one you set at day.

The list of movie recording resolution is updated for models that is know and always up to date.
For the D3x00 models Nikon does not release documentation for developers and as such the movie recording resolutions are not known.

This works with Sony cameras (mirrorless cameras) using the 'Smart remote control' camera application.
The a9 and a7riv droped the 'Smart remote control' so it will not work, also unfortunately stopped supporting the 'Remote API' they used.

Try disconnecting your wired network and then connecting to the camera.
If that works you either need to change the camera IP or your local network IP (I guess changing the camera IP is easier)
