Unable to connect on android or PC to Nikon D5200 via usb

I have a 5 foot cable, is that too long? Are there some settings on the camera I have to change for it to work?

Depends on cable and probably also on the Android device.
Does a shorter USB cable work?

I only have the one cable, but I tried it with 2 different android devices and also with my PC.

On Windows you need to install usb driver: https://dslrdashboard.info/windows-inst ... sb-driver/

On Android your device needs to have full USB host functionality and not all devices have it.
Also you cannot have other apps that connect to camera (like Nikon WMU) because those apps will lock qDD out.
