Windows - High CPU after Liveview

When switching on liveview the CPU on my PC jumps up to about 40% - which is pretty high IMO but not the point of this post. Turning off Liveview and the CPU load remains very high - dropping maybe a couple of %. It stays there until I activate the shutter, at which point it drops back down to idle.

Additionally - the interface doesn't work 100% with a touch screen. Toggle buttons that are pressed and then pressed again to toggle off remain orange - I guess you're looking for a mouse exit event which isn't fired by touch. Here's an example - I selected JPG, then RAW, then back to ALL. As you can see JPG and RAW stay orange (and ALL looks like it also has orange under the red). Dragging the mouse across them clears the RAW and JPG back to black.
