Nikon D5500 WLAN + Samsung S9 plu

I try to connect my camera to my phone and get a message - the network is not available.
The latest version of Android version 9 called Pie is running on the phone.
Does anyone know how to fix this problem

Enable wireless on your D5500
connect your S9 wireless to the D5500 wireless
start qDslrDashboard and press the 'Nikon wireless' button

Eventually disable your mobile data
