Self Timer Mode Does Not Work. Nikon D7100

I'm using a Galaxy S4 with an OTG cable.

I was hoping to use the self-timer mode that is found inside of the QDD app. I notice that you can select other modes as well but when I set it too self timer it does not give a 5-10 second delay but instead captures instantly.

Not sure what you mean but the capture delay works as it should.
After pressing the capture delay button (the one beneath the AF button) you can select the desired capture delay.
After that when you press the capture button in application qDD will wait the specified time before it executes the capture.
