Google Play Not Playing

Hi, Tried to buy the app from Google play store with two differant payment options (Bank card and Paypal)
after changing my Google A/C payment options three times with these payments Google refuses to accept the payment.
Your transaction cannot be completed. Learn more. [BM-CPEC-02]
Now I no the payment options are good as I use a lot on Amazon and Ebay without problems.
