App will not load onto 2nd tablet...

I purchased qDslr Dashboard last week using my Google account and loaded it onto an Android tablet; I then made sure I uninstalled the app as I gave the tablet to a friend. I now have a new Android tablet, but when I go into Google Play and try to reinstall the app from the "my apps & games" menu option it asks me to purchase it again! When I press, “purchase” it processes my payment (again) then comes up with “Error, you already own this app”. FYI the app is NOT on my Android. What is going on? HELP please. I just want to use the app I paid for, thank you. Jeremy
